Job Title: Accommodation & Children’s Services Service Manager

Responsible to: Head of Operations

Responsible for: Accommodation Service, Children Young People ‘s Service, Social Work Placement Co-ordinator

Hours: 21 hours per week

Salary: £35,469 pro rata per annum plus 6% employer pension contribution.

The applicant is required to hold a full UK driving license.

Job Summary

As an experienced Domestic Abuse specialist you will effectively manage high-quality teams and support staff to work across risk levels with women, men and children offering risk assessed, strength based, and needs led support. You will ensure compliance with contracts, funding agreements and quality standards and develop strong communication between your team and senior management.

As a member of the Senior Management Team (SMT), you will contribute to the organisation’s strategic planning, management and leadership to assist The Elm Foundation (TEF) to achieve its vision and mission. You will be responsible for the leadership, management and performance of your teams ensuring they are aligned with the organisational strategy and plans.

The post holder will have a key role as part of The Elm Foundation and under the guidance of the Head of Operation & Chief Executive Officer (CEO) and other members of the Senior Management Team (SMT) in the strategic development of The Elm Foundation services including involvement in tendering and bidding for services.

They will be instrumental in raising the profile of The Elm Foundation and in sustaining and developing a range of partnerships, delivering a range of Domestic Abuse services across Derbyshire.

They will be, jointly with other managers and Senior Management Team, responsible for developing and implementing The Elm Foundation’s Delivery Plan in line with The Elm Foundation’s Strategic Business plan, contracts, and The Elm Foundation’s outcome framework.

They will have responsibility as part of the management team for quality assurance of The Elm Foundation services and in ensuring contract compliance for all The Elm Foundation service contracts.

They will ensure that all relevant policies and procedures are reviewed within the designated time frames, as instructed by Head of Operations and Chief Executive Officer (CEO)

They may deliver external training as part of The Elm Foundation’s training team as applicable to their role.

Responsibilities and Duties

The list below describes the main responsibilities and duties of the role but is not a finite list. You will be required to carry out any other duties commensurate with this post.

1. To ensure high quality appropriate and effective services are provided by your teams to service users experiencing domestic abuse.

· Ensure the effective running of The Elm Foundation’s operational services with the SMT ensuring that services keep the safety of victims of domestic abuse central to all processes.

· Manage all aspects of services to an excellent standard which are consistent with those required nationally through accrediting bodies e.g. Safe Lives Leading Lights.

· Ensure the continuity, high quality and improvement of The Elm Foundation’s services in accordance The Elm Foundation’s quality management system and any other relevant quality standards.

· Implement, and contribute to the development of, systems and procedures that identify and respond to the safety needs of clients and staff, ensuring service prioritisation follows agreed internal and local protocols.

· Ensure effective staff cover, devising staff rota’s, managing annual leave/toil and sickness.

· In conjunction with the staff team, gather, update and make accessible to staff and partners information about local services and community resources relating to domestic abuse and associated issues.

· Ensure you and all team members are up to date with DASH RIC, MARAC and any legal and/or policy changes which impact on the work of your teams.

2. To implement and develop the services in line with the service specification, service standards and contract/funding agreements.

· Ensure data, including demographics and service outcomes, is confidentially collected, correctly recorded and collated to ensure effective reporting.

· Carry out regular analysis of data to inform service improvement.

· Ensure the confidentiality and protection of all data in compliance with policy.

· Hold regular case management review meetings, audits, dip sampling, service reviews and contribute effectively to audits to ensure high quality service delivery is both evidenced and maintained.

· Prepare for, attend and participate in relevant internal and external meetings, developing and maintaining effective partnerships with other relevant services.

· Ensure the effective running of the Accommodation Service, Children Young People ‘s Service, Social Work Placement Co-Ordinator ensuring that services keep the safety of victims of domestic abuse central to all processes.

· That service user feedback is gathered systematically, recorded and acted upon.

· Ensure teams involve service users in planning, development and evaluation of services.

3. Develop an excellent staff team who cooperate and support each other in providing a high-quality service:

· Recruit and induct staff according to The Elm Foundation’s Recruitment and Induction procedures.

· Ensure all frontline staff have the appropriate knowledge and skills that will enable them to meet the service and organisations operational and monitoring requirements.

· Ensure staff are supported and performance developed through high quality induction, supervisions and appraisals, training, team and staff meetings and day-to-day support and performance management.

· Ensuring effective communication between the team and senior management, supporting the team to develop innovative practice.

· Ensure staff understand and contribute to the review and development of The Elm Foundation’s policies and procedures.

· Ensure essential policies, including the Safeguarding policies are adhered to.

· Ensure that staff and teams are working to the Code of Conduct and all relevant policies and procedures, and are working effectively to reach individual and team goals, providing appropriate support and guidance as needed or required by policy.

· Promote the service widely, including ensuring a good and positive relationship between the team, partners and referral agencies including those working with minority groups and those furthest from support, in order to address the needs of all survivors.

· Ensure effective implementation of The Elm Foundation’s Equality and Diversity policy and awareness.

· Ensure volunteers/students are effectively supported and integrated into work of the team/s.

· Act as On-Site Work Based Supervisors and for Social Work Students.

· Undertake training and ensure your knowledge is up to date and where relevant shared with your team/s.

· Ensure The Elm Foundation’s Case management and Performance Management procedures are implemented, ensuring that a high-quality service is being provided and that case records are clear, professional and up to date.

· Ensure the well-being of staff through excellent support, building on safe practice and awareness of the potential impact of vicarious trauma.

· Encourage a culture of good communication, innovation and joint responsibility for achieving The Elm Foundation’s vision and objectives.

4. Play an active role in the Management Team, providing clear and regular reports and contributing to the overall development of TEF.

· Contribute to, and where appropriate lead on, the ongoing development and implementation of appropriate outcomes frameworks to evaluate and improve organisational performance of service.

· Ensure that all appropriate statistical and other records are collated and maintained and that services meet monitoring and evaluation deadlines, including writing reports and narrative contributions to monitoring returns for funding streams relevant to the role.

· Work within, develop and implement systems to ensure accountability within multi-agency framework;

5. Leadership and Management

· Play an active role within the Senior Management Team (SMT), with specific responsibility for overseeing the Accommodation Service, Children Young People ‘s Service, Social Work Placement Co-Ordinator ensuring a high quality service for women, men and children who have experienced domestic abuse.

· Providing clear and regular reports and contributing to the overall development of The Elm Foundation.

· Ensure a culture of learning and development, ensuring your own knowledge and practice is up to date and relevant.

· Make effective contributions to fundraising, funding applications and monitoring.

· Ensure all policies and procedures within the remit of this post are kept updated and all changes are consulted on.

· Provide management of a range of services, ensuring these are delivered in line with the required outcomes, within contract.

· Implement, and actively contribute to the development of systems and procedures that identify and respond to the safety needs of service users and staff, ensuring service prioritisation follows agreed internal and local protocols.

· Ensure that all policies and procedures under their strategic lead are regularly reviewed, fit for purpose, and meet the quality assurance requirements of relevant local and national service standards. Contribute to the same for other policies and procedures.

· Develop and review service delivery plans in line with organisational strategy and business plans.

· In conjunction with the Senior Management Team be responsible for the strategic development of The Elm Foundations services; contributing to tendering and fundraising bids when appropriate to the role.

· Ensure that all publicity meets the requirement of the organisation brand(s) in conjunction with TEF’s marketing lead.

· Promote a culture of continuous improvement, learning and innovation underpinned by evidence-based research, DHRs, inspections and audits and in accordance with The Elm Foundation’s strategy and overarching plans.

6. General Duties

· At all times protect the safety and security of The Elm Foundation and service users, staff, volunteers, students and all those in the work of The Elm Foundation, The Elm Foundation’s premises and the confidentiality of records and other information.

· Uphold the right of women, men, children and young people who have experienced domestic

abuse, advocating vigorously for them while offering protective strategies, and appropriate safe services.

· Act as the safeguarding lead for your services.

· Adhere to Safeguarding Children and Adult policies, Health & Safety and Equal Opportunities.

· Adhere to the terms of relevant legislation, especially in respect of Safeguarding Children and vulnerable adults, Equality & Diversity, Employment and Health and Safety; and also keep updated of any changes or proposed changes in relevant legislation, policy and practice.

· Undertake such other duties, appropriate to the grade and character of the work, as may reasonably be expected.
